Abstract 

The author reports that Senator John Stennis planned to question Sargent Shriver, the director of the federal anti-poverty program, regarding the Head Start Program in Edwards, Mississippi. Stennis had accused officials from the program of mishandling some of the $1.2 million of federal funds that were given to the program. Stennis claimed that programs such as the Mississippi program were more prone to money mismanagement because they were run by officials from out-of-state rather than by local people. Stennis also said that Senate investigators discovered that some of the controversial program's funds were used to aid civil rights activists.
