Shriver Attempts to Block Misuses

The author discusses with admiration Sargent Shriver's efforts to expose and prevent abuses of federal funds provided by the Office of Economic Opportunity (OEO) for the prevention and alleviation of poverty.  As director of the OEO, Shriver implemented a team of auditors under William Haddad, who served as Inspector General, to investigate and police cases of potential misuse of OEO funding. The author noted that the majority of these auditors were successful men who had taken pay cuts from their private sector jobs to help Shriver in his efforts. The author also suggested that the institution of an Inspector General was a necessary move for a man of Shriver's ambition to protect his reputation and career.
