The author reports Senator John Stennis’ findings and beliefs regarding the use of funds appropriated to the Operation Head Start program in Mississippi. The author details the findings of an investigation into the way that Operation Head Start chose to spend over one million dollars conferred unto them. The author explains that Stennis found that money has been misused, as it subsidized many civil rights activists and their work. Dr. Tom Levin, director of the Head Start Program, however, disputed this notion of misuse by addressing the fact that multiple, certified people monitor the usage of Head Start money.
